Elizabeth Lawlor

Chief Executive Officer

Elizabeth is an independent energy regulation expert with 20 years’ experience in the development, implementation, mobilisation and operation of multi-party governance frameworks and industry codes.

Elizabeth is responsible for managing the provision of service to REC parties and other stakeholders through third party service providers.

Rachael Anderson

Director of Corporate Affairs

Rachael has worked within industry code governance for over 14 years. Before joining RECCo, Rachael worked for a medium supplier responsible for overseeing industry codes and market reform programmes and was on the RECCo Board as a representative for small and medium suppliers.

Rachael is responsible for all stakeholder, employee and organisational matters.

Pete Davies

Director of Data, Technology & Transformation

Pete is a digital leader with a passion for energy. With over 14 years’ experience across retail, energy trading and power generation, Pete has delivered change through digital platforms and programmes internationally for stakeholders. 

Pete is responsible for overseeing the delivery of our programmes, delivery of our data and digitalisation strategy and organisational IT matters.

Jon Dixon

Director of Development & Strategy

Jon has over 20 years’ experience of energy policy and regulation though a number of roles at Ofgem, including several years as Head of Industry Codes and Licensing. 

Jon is responsible for managing our strategy, policy and regulatory compliance.

Brian O'Shea

Chief Finance & Commercial Officer

Brian is a strategic and tactical thinker with extensive experience of developing and delivering strategic and cultural change. As a strong commercial negotiator, Brian is always stakeholder and commercially focussed and committed to delivering service excellence and results.

Brian is responsible for all of RECCo’s corporate governance, commercial and financial matters.

Mark Loveday

Director of Operations

Mark is an experienced energy professional with over 25 years in the industry. Before joining RECCo, he worked in generation and wholesale trading both in the UK and Canada and led the UK business-to-business operations of a major energy supplier.

Mark is responsible for leading RECCo’s Operations team and overseeing the effective delivery of REC Services.

Jon Hawkins

Director of Market Design

Jon has over 16 years’ experience in the energy industry across operations, programme delivery, regulation and compliance. He has extensive experience in designing and delivering complex regulatory programmes and is passionate about evolving industry arrangements for the benefit of the market and consumers.

Jon is responsible for overseeing the design and evolution of the REC and its services.
