Our response to: DESNZ Load Control Licensing Consultation

We’ve responded to DESNZ’s consultation on introducing a licensing regime for load controllers and Flexibility Service Providers.

We support the ambition to scale Consumer-Led Flexibility. However, load control must integrate with existing retail arrangements to protect consumers, preserve switching, and maintain system stability as the market grows.

Our response highlights the need for clear accountability, interoperable consumer journeys, proportionate regulation, and alignment with the Retail Energy Code.
