Our response to: SSES Implementing the Load Control Licensing Regime

We’ve responded to Ofgem’s consultation on how the new Load Control Licensing Regime will be implemented in practice.

We support a risk-based and proportionate approach that enables market growth while protecting consumers and maintaining system resilience. However, implementation must avoid duplication, minimise unnecessary burden, and align with existing retail governance frameworks.

Our response highlights the importance of end-to-end consumer outcomes, proportionate application and monitoring processes, clear cyber security expectations, and integration with REC-enabled services such as Switching, Tariff Interoperability, and the Consumer Consent Solution.
