The Retail Energy Code Company (RECCo), acting on Ofgem’s direction, has today launched its consultation on the proposed Retail Energy Code (REC) drafting required to deliver the Consumer Consent Solution (CCS) Minimum Marketable Product (MMP).
The consultation represents an important milestone in the development of the Consumer Consent Solution, providing stakeholders with the opportunity to review and comment on the proposed governance, technical and operational arrangements before they are finalised.
Building on industry feedback
The consultation builds on the February 2026 CCS Design Consultation and explains how stakeholder feedback has shaped the proposed approach.
Alongside our response to the key themes raised, the consultation presents the draft REC documentation required to incorporate CCS into the Retail Energy Code.
Why it matters
The Consumer Consent Solution is being developed to provide consumers with greater transparency and control over how their energy data is shared.
The proposed solution aims to deliver a trusted, standardised and GDPR-aligned consent framework, enabling consumers to:
- see who has permission to access their data
- understand what data has been shared and why
- grant, manage and withdraw permissions through a single, secure interface
The solution is also being designed to support accessible and non-digital customer journeys.
